Ecological Engineering Group – Palmer Wastewater Facility
Chilkat was subcontracted to prepare a scope of environmental requirements that would apply to this facility under Phase 2 and Phase 3 upgrade plans contingent on primacy of the Alaska Pollution Elimination Discharge System and removal of mixing zone applicability in winter months. A membrane bioreactor dispelled to groundwater injection was recommended but ADEC relaxed the requirements and ended up continuing to accept exceptions formerly in place by EPA. Mixing zones disappear when water freezes so wastewater plants on rivers in Alaska face unique challenges.
