Chilkat was subcontracted to complete the Alaska Pollution Elimination Discharge System wastewater permit for the Palmer Wastewater facility at a time when program authority was being transferred from EPA.  The requirements for the permit were dynamic and challenging but the project was successful and achieved compliance.
